Tashkent, Uzbekistan (UzDaily.com) -- The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan has adopted a new version of the law "On the rational use of energy."
Among the requirements already fixed by law are the establishment of a norm of mandatory certification for compliance with energy performance indicators of goods (works, services). This was reported by the press service of the Ministry of Energy.
The draft law was prepared by a group of deputies of the Committee on Industry, Construction and Trade of the Legislative Chamber with the participation of experts from Uzneftegazinspektsii and Uzenergoinspektsii under the Ministry of Energy of the Republic of Uzbekistan.
The law stipulates that the Ministry of Energy of the Republic of Uzbekistan, which implements a unified state policy in the sectors of the economy and social facilities in the field of energy efficiency, is a specially authorized state body in the field of rational use of energy.
Accordingly, the Ministry of Energy is developing mechanisms to stimulate the introduction of energy-efficient and energy-saving technologies, including in production processes, and carries out appropriate monitoring.
The Ministry of Energy was also entrusted with the organization of research work to improve energy efficiency and energy saving in economic sectors and social facilities, and the development of proposals for investment projects.
The Ministry will determine the requirements for establishing categories of energy efficiency and energy saving of goods (works, services); buildings and structures, devices, including apartment buildings.
The Ministry of Energy was also entrusted with the development of proposals to limit production in the country or import into Uzbekistan of products with low energy efficiency.
The mandatory energy surveys of energy consumers and the implementation of relevant recommendations will be monitored. The new version of the law also defines other functions of the Ministry of Energy as a specially authorized state body in the field of rational use of energy.
Also, the law adopted by the Legislative Chamber defines the powers of the Cabinet of Ministers of the Republic of Uzbekistan in the field of rational use of energy, state control and supervision bodies in this field and local government bodies.
The priority of state, sectoral and territorial programs and projects in the field of rational use of energy, which are mandatory when pursuing a unified state policy on the rational use of energy, is legislatively fixed.
It has been determined that they are developed for the short-term (for a period of one to two years), medium-term (for a period of two to five years) and long-term (for a period of five or more years) and approved by the Cabinet of Ministers of the Republic of Uzbekistan.
Thus, the law “On the rational use of energy” adopted in the new edition establishes the procedure for state control over compliance with energy efficiency requirements, aimed at limiting the production and import of non-energy-efficient products, saving energy resources of state bodies and organizations.
During the preparation of the bill, the experience of the UK, USA, Japan, France, Germany, Ukraine, Russia, Kazakhstan in the field of energy conservation and energy efficiency, energy consumption regulation, development and implementation of relevant requirements in the economic and social spheres was studied.
The new version of the Law “On the Rational Use of Energy” adopted by the Legislative Chamber is subject to approval by the Oliy Majlis Senate and will come into force after signing by the President of the Republic of Uzbekistan.
